Tess is a partner in the School Law Practice Group and provides legal consultation to school districts, charter schools, and postsecondary institutions in a broad range of areas including special education and disability law, policy development, student-related issues, and corporate organization. Last year, Tess worked closely with WRCCS to develop model contracts and benchmarks for district-authorized, 2r and 2x charter schools. She is currently working to develop additional model contracts for consortium and virtual schools and a charter school manual addressing the legal obligations of charter schools including policy development and governance. Tess represents many district authorizers and governance boards.
